Welcome to the Qualified Entity Certification Program (QECP) for Medicare Data Portal ("Site"). This Site is primarily designed to provide information about the QECP and applications for becoming a certified qualified entity for the purpose of obtaining Medicare claims data. We are committed to protecting the right to privacy of visitors and account holders on the Site. The following privacy policy ("Privacy Policy") discloses the information gathering, dissemination, and protection practices of the Site. By accessing, viewing, or using this Site, you, the user, indicate that you understand and agree to this Privacy Policy.

1. Personal Information. When you visit the Site and use it to communicate with us or to create an application, we collect only the personally identifying information about you or your organization that you provide to us voluntarily. Personal information can be anything that identifies you, your organization, or your accounts. It may be volunteered in a form submitted through the Site or sent to us via email.

We will not sell, license, or transmit that information outside the QECP and those affiliated companies and agencies involved in administering or providing necessary contracted services, unless we are required to do so by legal, judicial, or governmental proceedings, or unless we do so in accordance with an express authorization you have given us. Once we have responded to your communication, it may be discarded or archived, depending on the nature of the inquiry.

2. Cookies. Many websites use "persistent cookie" technology. A persistent cookie is a small text file that this website places on your web browser so that it can gather anonymous summary demographic information, and remember your browser when it is used to visit our Site again later. These cookies uniquely identify a browser on a computer, but never a person. In other words, if the same person uses Chrome and Internet Explorer, two unique browser coolies will be assigned, one for each browser, so that person well be counted as two different visitors because visits are based on browsers, not computers or persons. Most Internet browsers automatically accept persistent cookies. Please note, however, that QECP is not responsible for the security of information transmitted via the Internet and cannot guarantee the confidentiality of any communication or material transmitted to/from us via email.

4. Web Analytics. When a user visits the Site, information about that visit may be collected. QECP automatically collects and temporarily stores the following information about a user's visit:

  • The name of the domain a user uses to access the Internet (for example,, if connecting from Stanford University's domain)
  • The date and time of a user's visit,
  • The pages a user visited, and
  • The address of the website from which the user navigated.

QECP uses internal and third-party data analytics tools, such as Google Analytics, to collect and aggregate this information to create reports and analyses, which are used to help make the Site more useful to visitors and the QECP. These data sets and reports are available only to QECP personnel and other designated staff who require this information to perform their duties. QECP retains the data from these tools as long as needed to support its mission. No personally identifiable information is included in this data. You can prevent your data from being collected and used by Google Analytics by installing the Google Analytics opt-out browser add-on.

5. Collection of Personal Data from Children. QECP will not knowingly collect information from individuals under 18 years of age.

6. Updates to Privacy Policy. The practices outlined above represent our current Site guidelines and demonstrate QECP's ongoing application of data protection practices. To keep up with the rapidly evolving Internet environment, QECP will from time to time review and revise these practices without notice. You should review the Privacy Policy periodically to ensure familiarity with its then-current terms and conditions. Your continued use of the Site shall constitute your acceptance of such changes.
